Funny enough, something like that did happen in juvenile hall. Remember that movie Gridiron Gang? It was based on the story of the Camp Kilpatrick’s football team. From what I understand it did help rehabilitate most of the kids who were incarcerated. So in practice a prison sports league could help. Unfortunately, they ended it’s sports program back in 2012z
