How often is this being prosecuted? I work at a retailer and I see relatively large numbers of the same people coming in and stealing pretty much every day without any obvious consequences. The brazenness of it is rather breathtaking as there's no enforcement going on. Some stores have gotten to the point where they've closed entrances for non-fire-escape use.
