In NJ they have had these since I was a little kid. It was a way for stores to encourage people to return the cart properly, also it would encourage homeless people in the parking lots to return stranded carts for the quarters (as opposed to walking off with them as frequently happens in some stores without them). It’s a win win, I am shocked this is such a new thing to so many people.....

in Norway they take 1.23-2.25 USD. because the slowest value coin is usually thrown away, the next lowest is physically too big and not very common to carry, while the two highest value are very common, so even our shopping carts are more expensive in Norway.

This is stupid and more of a hassle for customers. I got people stealing my cart cos I left it unattended for a few seconds in and out of the store. Plus you got beggars out in the front asking for quarters, and new customers looking at you returning a cart and hoping you are a good Samaritan and give them your cart. Couldn't they just put in a lock mechanism like war-mart where if you pass a certain point, the wheels lock and become unable to push?

These have been where I live since the mid 90s... Now, we have carts some places with GPS boundaries that lock up when people (IE homeless people) try to walk out of the lot with them... And, can also track where they are if somehow they do get taken and require the city to be called to reaquire.

What if there were public rental carts, ones that can be safely taken on the bus, or safely docked on a taxi? But I want to point out that there should be the ability to rent shopping carts that way people are less inclined to steal shopping carts from the store.
