This is an unknown source shortwave oddity, transmitting music on known Russian military frequencies. It is presumed to be Russian military in origin. This video is a recording of the activity on 9310kHz, USB mode, but at the same time this music was active on 6828 kHz, 7546 kHz, and 7649 kHz. I have separate videos for each of those frequencies. For many hours in a row the Russian Anthem played in an unending loop on this frequency. The version selected is quite good, a rock version by Любэ (Lube).
Some listeners think this is a channel marker, and it certainly could be, but as inspiring as it is, maybe it serves more than one purpose? Possibly the source is combining the function of a channel marker and inspiration for units in the field.
