Should Christians Submit to Political Leaders or Governing Documents?

If Christians disagree with an unconstitutional law, should we disobey it out of conscience, understanding we might be fined or jailed for doing so? The average Christian doesn't have the means or knowledge to challenge it in court. Because of conscience, should we disobey the unconstitutional law while we advocate for and vote for better lawmakers, or while legal process unfolds (if the law has been challenged in a lawsuit).
