It's just absurd to allow an activity by law and simultaneously panic when someone practices it. Just pass a law that prohibits filming police stations. That would make much more sense. He can take as many photos as he wants from a public place. You MUST create your own privacy. If a photo can be taken...then you are absolutely free to do so.
