If memory serves, the line comes at the end of the movie (quoted as well as I can remember), "Forget it Jake, Its China Town." Jack did an underrated sequel that is also excellent, "Two Jakes." - Especially if you like period pieces of 1950's (Casablanca, Maltese Falcon, etc.) That said......I would call the reference, 'obscure' to say the least.
