if you actually look at the killcams you can see that theres more cheaters than you think they mostly use body lock but also esp. its obvious when you have a hawkeye shooting the ground getting headshots still.

If I had to guess, I imagine that the DDOS could be an abuse of the in-game spectate feature. I don't know their exact server setup, but if the delayed replay on ongoing matches is being served by the instanced server the game is being played on, then loading 50+ bots up to spectate the game could strain it and possibly crash it. Theres also more direct routes if they can use a program to determine which server they're connected to, but then it would have to be initiated by someone in the match. Also, I'm fairly certain you can bring up the match to report them from your history page, but I dont know if the way the game DCed would cause the game not to appear there.
