Thirty-second notes (demisemiquavers) can be difficult to read because they're normally played very quickly, and lots of them can fit into one measure.
Use this video to familiarise yourself with common 32nd note rhythms, and then try the revision exercise at the end to make sure you can play them accurately.
The sticking is for drummers but this video can still be used by all musicians for rhythm practice.

Why is the 4th 32nd note written as a eighth note?

It’s not actually an 8th note as it still has three beams on the other side. It’s a way to make it easier to read visually, dividing the 32nd notes into groups of 4!

There isn’t really an agreed upon way of counting them since they’re typically so fast . You could count 16th notes and play two notes for each count.
