my 2 cents about washing fabric: I always pre-wash, because I will not wear dry-cleaned anything. Cold water wash may result in shrinkage, sometimes as much as 15%. Especially with rayon and even viscose. I think the high end fabrics that Peggy sells shrink less than other fabrics I purchased, but the even the ones I got from Peggy shrunk in the wash. I thought prewashing once is enough. Not the case. I made a few bouses that came out great. But after washing - they shrunk. Both ways. Now they are too short and too tight for my liking. So now I pre-wash fabric several times. Each time i put 4 safety pins, 12in apart grain wise and across the grain. I wash the fabric, let it dry (I always wash cold and line dry) , then see if the pins are still 12 inches apart. If they are not, I repin at 12in distance and wash/dry again. Repeat until I get no shrinkage. It is a pain, but I am putting precious time into sewing (and of couse the fabric costs money) so better safe than sorry.

Three things will make felt; it only takes 2 of these 3 things. Water, heat, and agitation. When you put wool in the dryer you can make some very interesting felt. Longer softer fibers felt less easily
