Siliwangi [WiP] - A Strange Combination That Somehow Works

The Siliwangi is a Tier 8 Pan-Asian DD, that could simply be called a Lo Yang & Ognevoi Hybrid. Stats wise she looks like a mess, with slow turrets and some of the worst HE and AP DPM, while also having US DD levels of torpedo DPM. Yet somehow this strange combination comes together and works quite well as a whole!
