I have the very same problem... it sucks... I wanna play with bloom effect but I can't. My card is 8800GTS 512mb.... I installed the new driver update but the problem still exists.

I think its your Anti-Aliasing put it to none because i have a 8600GT that was set to 2XAA @ 1024x768 and it was doing that, Then i turn AA off than it was fine no blue stuff. Hope this helps =)

try turning bloom efect off

upgrade video card driver. I have nvidia 8800gt 512Mb but not have problem.
