i dont think solo feels compelled to save the whole silo, just IT. once the threat to IT is neutralized by juliette, it seems easily possible (even likely) that the psychological imperatives holding solo's personalities together get reconfigured. task oriented (deadline) solo recedes while an old dominant reemerges. hopefully juliette knows the vault code

I dont think Lucas has had any thoughts about aligning with rebels. He knows no one there and knows he belongs to Bernard, to which he has been eager to help. You are fishing there.

I don't think that he has any choice. It's Bernard or him, since Bernard is breaking. It's not in the books, but this letter is 100% sure just the McGuffin which leads into the Silo 1 storyline, already hinted by Solo in episode 2(?). So it's nothing for season 2. When you decode it and it's not that hard if you know how to code, actually. It's just brute force on like 1 or 2 words of the text, test everything until you have the codeword to "proceed" with every single caracter and you do know the whole text ;) But since it's just a McGuffin it's just for fun, so don't break your head calculating on this even if you know the codeword now.
