The notion that only the top 6 provide value is just completely and totally refuted by the American sports. NFL teams have valuations multiple times more than football clubs in Europe and the reason is that every team has an equal starting point financially and the only that determines your ability to win championships is coaching and player development, not your owner’s bank balance. The premier league is more valuable than every other European league combined because it has more competitive balance than anyone else. The solution is not protectionism for the top 6, it’s doing whatever you can to make sure you’ve got 5-10 more teams that can win a title.

If the point of FFP/PRS was to stop a rich owner saddling a club with debts another owner later might not be able to pay, then why not just make owners legally responsible for all debts/full length of contracts taken on under their ownership? Even imbedding it in their wills/estates in the event of their deaths? If they want to sell the club they either find a buy as rich/richer them who assume responsibility of them or they sell to a poorer owner and take the responsibility for the overhead the new owner can't affford? Firstly, it would see contract lengths on offer shorten as owners wouldn't want to possible be responsible for still paying player 4 or 5 years after they've sold the club, but this in turn would reduce transfer fees naturally too. I get the spirit of the law, but lets be honest the owners of Man City could probably afford to double everyone's wages at the club today, give the whole thing away to the fans and easily be able to bankroll it with zero revenue from the blub for 5 years with no danger of them going into Administration
