His demands were just to play with the negotiator, if you do anything in prison that puts you(roof top protest)or anyone else(hostage taking)a negotiator is sent to try to talk you down but will not give you anything, their job is to talk, and Charlie made stupid demands as an excuse why he did what he did, but he was just disrupting the prisons regime and causing trouble. A national newspaper printed his first demands and Charlie read about it and laughed, so kept making demands
