I'm not sure how much more clearly the writers could have communicated 'this man is very, very french' than what they did besides literally spelling it out across the screen for you.

The way he escapes from the handcuffs is a reference to the French escape artist Houdini. The talented magician broke free by picking the locks with none other than a humble bobby pin. Contrary to what Wiggum, Eddy and Lou did in this scene, real law enforcement officers handcuff your hands behind your back when they arrest you, making escaping this way very difficult.
