I presume most systems in the world follow block rules. The signalman in the preceding section of track should ask permission for a train in his section (block) to enter the next section. Once permission is granted the second signalman sets the points and the lights to green half way along their section. Once the train is in the latter half of the first section the first signalman tells the second signal man that the train is entering his section. The second signal man then seeks permission for the train to enter the third section by contacting a third signal man. If the track is clear the third signalman indicates the track is clear. The second signalman sets the second half of points and lights to enable the train to continue its journey into the third section. The second signalman should indicate the the track is now clear of their section to the first signalman. Likewise the second signalman informs the first signalman that the train is out of his jurisdiction. The third signalman repeats the process so it is like ripple effect along the track.

Answare the question why such stations needed: Irregular situations. On such 2 way lines things can happen so one of the lines turn unusable. It can natural caused issues, planed maintanance or system failuers. They usually have specila prucedures for such cases and dispachers can have hard times.
