It is called an Esaki Oscillator, read the transistor datasheet to identify the collector and the emitter and 12VDC.

Ohhhh OK! I think I get it, and it's quite nifty. When the capacitor reaches capacity, there will be zero voltage between the collector and emitter. This makes it match the base and send current through. The wattage will be proportional to the difference between the circuit's capacitance and inductance, which is mostly governed by the resistoqr. At max capacity the capacitor releases a pulse of energy which is inducted by the diode and resistor, which enables that capacitor discharge to both be limited and to be used over a period of time. I bet the resistor and transistor get quite hot. And the shape of the transistor's base pin makes it a spark gap, giving the transistor the added effect of a breaker or relay.

how to make circuit what flashes the LED once but not more when gets electricity and even if it gets electricity constantly it will flash only once and no more, If i take away electricity does nothing and if i readd electricity it flashes once one more? Like a semi auto gun.

To make it work at 12v, do I have to change anything?

I didn't try for 12v , change the value of resistor or capacitor
