so if you shade just 2 of the 72 cells on a PV panel you cut the power generation by 80% so your idea is to surround your solar array with dozens turbines to make sure you're generating shade on the array at every possible angle...

Your analysis is incorrect . Look at the picture at 24:36. The cells are not blocked by the turbines.
