Farquhar allowed Singapore to flourish, but however, allowed opium, gambling and slavery. Necessary evils, since he was given no budget to run the country. It's then arguable that if Farquhar hadn't allowed these vices, would Singapore have been able to thrive and be attractive enough for Raffles to return?

Raffles spent a lot of money trying to better the lives of the people of Java, but the East India Company (EIC), his employer & a business entity, objected & reprimanded him for squandering their funds. He wasn't allowed to govern sizeable territories after Java. The EIC did not give him enough funds for Singapore. His health was deteriorating & he started having constant headaches when he made Farquhar Resident & left Sg. Farquhar tried his best, giving in to the demands of the growing number of merchants coming in from Europe as well as from the other Straits Settlements (Penang & Melaka) & the local royalty to increase revenues by allowing in boat loads of indentured labourers from China who were treated like slaves by both the Asian & European merchants. The royalty wanted to make money organising gambling via cockfights & keeping & selling debt bondage slaves. The city also grew haphazardly. Thankfully Raffles returned & removed Farquhar, installing a better administrator - Crawfurd. Revisionists claim Crawfurd was racist. But when Crawfurd had completed his job as Resident, he become an Anti-Colonial Advocate. He championed causes & demands in the UK on behalf of the Asian inhabitants of Sg.

He is a real Farquhar with his 'LET THE SINNERS BE!" as long as money keeps rolling into cash-box. A straight tree(no branches) never bears fruits but a crooked tree with numerous branches would bear in abundant...holy be thy name, Farquhar!
