"Novo" means new, and "Splovo" isn't a word. However, it is most similar to "Splavo" which means "Alloy". So the city sounds like New-Alloy :P

The city's original name was "Novosplavo", until a member of the Politburo incorrectly called it "Novosplovo" during a people's address. Overnight all signs in the city were changed, official documents reprinted, and citizens' papers voided. The committee-member indicated the city mayor improperly named the town, and it was not in fact mispronounced due to a smudge from lunch on his script. Glory to Novosplovo!
