Better let top of the z screws free. This way you get less ringing if rods are straight.

I think your Petg filament is very, very wet, therefore the excessive stringing.

well you need to dial in your printer. Your e-steps look off (and your print turned out like sh!t as a result, no offense.) But other than that, it looks like you put together what is probably a fine printer.
