Determining an element for him is not easy. He has only two powers: Flight and Super Strength. As for the unlimited underwear throwing, think of it more like he's hiding many small folded underwear in the big one he wears. I feel like if he was a real superhero, his underwear throwing ability would be to be limited or something. If I was gonna make him, I would have him as a sentinel for the plunger doubler or smasher for the normal plunger and make him a water element. Eventually he should get new powers, weapons, and gadgets.
