A couple of corrections to what Prof. Clarke stated. Ballistic warhead vehicles can be MARVed (MAnoeurverable Reentry Vehicle) so that the predictable ballistic trajectory is not followed. It is not clear that Iran has this capability. Likewise, after the solid fuel has burned away, a surface-to-air interceptor warhead vehicle with small fins can maneuover. Israel has this latter capability, and, quite likely, the former.
