The claw doors aren't for keeping people out, they're for keeping people *in.* They're seals. They keep the draugr inside. Since they don't have the claw and can't change the combination from the inside, it locks them inside. The difficulty of the combination doesn't matter. It's not meant to be a puzzle or a barrier of some sort that keeps someone with the claw outside.

Then the question becomes, why even have a door in the first place? If you want to seal something inside so that it can never leave, then just wall it up and collapse the tunnel leading the wall. Leaving a method to open the way, guarantees that some idiot is gonna stumble upon it one day, open it without knowing any better and unleash whatever it was you had locked up in there.

The Gualder amulet is genuinely one of the most annoying things, the enchantment is perfectly reasonable, but not as a reward for that quest. The lore and boss fights, everything makes you think it'll be so amazing... then it's just bonus Health, Stamina, and Magika.

I think the college allows necromancy, but only against animals wild animals and criminals. Kidnapping villagers to experiment on is not allowed. Now of course, some students may not wish to tangle with anything or anyone dangerous, so instead they go for innocent people like cowards.
