It's wasn't so much Cicero's old crew getting wiped out that turned him into Norman Bates. . .it was being buried in the building he was in when it collapsed on top of him and hiding in the Night Mother's Casket so he wouldn't be crushed with no apparent way out that did it. Minor correction, Cicero pretended to be A Adoring Fan, not THE Adoring Fan. That whole bit of his backstory is just an Easter Egg to the Fan that lead many to inncorrectly think they were the same people.
