I use them as test subjects for my ridiculously overpowered poisons made from CC ingredients (Rare Curios, Saints & Seducers, The Cause). Funny thing is, if you just attack them the guy you save actually reports the murder (unless he dies in the fight too). Seems he should be a little more grateful, you know? Provoking them first by claiming to worship Talos is the "right" way but I don't care. I'll take that murder bounty and bear it with pride.

If you really want to torture them, soul trap them. If you don't enchant with it, they just stay eternally trapped in the gem. If you do use it up, they end up in the soul cairn for eternity.

I used to eliminate all Thalmore on sight, until I learned the inner mechanics of the game. Most NPC/enemies/animals that aren't in cities/towns spawn in for missions or random encounters then despawn when you leave the cell. This is my biggest gripe with Skyrim vs Oblivion, the characters and enemies in the open world aren't really there. They just spawn in and out as you enter and leave each cell. In Oblivion most of the NPC/enemies/animals are always there actively doing something even if you aren't there to see it. So in Skyrim it's like: sure I could kill that patrol of elves walking by and gain a few experience points, or I could just ignore them and they'll disappear from the game a minute later when they walk away far enough.

Conspiracy nut here but I think the Thalmor were behind the oblivion crisis and thus the assassination of Uriel Septim VII. Think about it Mankar Cameron was a high elf and somehow Summerset Isles were not as impacted by that crisis that they could muster their forces to take on a empire?
