Do think it is possible to get into ski racing as an adult (age 28)? For example by participating in a race camp or something? Or is the sport more reserved to locals who have grown up in the mountains and have been doing the sport from a young age.

Yes, there is NASTAR which is racing for the more recreational skier, and FIS Masters for something more competitive and serious, both welcome all who are willing to put time and effort into learning the sport, and there is racing training camps that exist just for Masters skiers

you can. but unless you have been skiing from a young age, and are comfortable on skis/snow, it is very difficult

I started skiing on a dry slope in the UK at about 10 years old. After lots of lessons I was accepted into my local racing team and was trained by ex national champions. Yes, i get that the UK doesnt produce the likes of Cuche or Hirscher but its still possible to get VERY good without having mountains around or beginning to ski as soon as one can walk..... I learnt to ski in Norfolk (the flattest part of the UK) but ...... if i may say so myself and at the risk of sounding big headed.... was turning heads recently in La Plagne.
