Simply poking fun at the original material is enough for something to be a legal parody of it. As an aside, according to SCOTUS in Campbell v. Acuff-Rose, parody is protected under fair use but satire is not because parody requires some form of imitation of the original work to have the desired effect, but satire does not. As far as fair use goes for Copyright purposes, though, parodies are evaluated in court based on a four factor test on a case by case basis. How much the parody copies from the original work, whether the parody is for commercial purposes, the nature of the copyrighted original and the effect the imitating material has on the copyrighted original. Parodies like the Merkins do likely are covered by fair use because they transform a significant amount from the original, don't presumably have a negative impact on the original, and because these parodies are making light of the original material versus using the original material to satirize something else entirely.
