I utilized SmartStart here in Wisconsin. It is a franchise operation in this state. I do not know who they pay off here to remain on the approved list but it must be someone high up. Customer service is useless, tech support is useless, the programming of the units requires a person to provide a sample while driving. The state guidelines require a 5 minute window to provide the opportunity to test at least 3 times. This is to allow time to safely pull over. SmartStart divides the 5 minutes into 1:40 time sections to sample, there by forcing a driver to test while driving creating a potentially hazardous situation, they argue they are correct. Even a tamper proof sticker on the unit is the wrong color. They are good at one thing collecting fees.
