Nah I'd argue in scenes where he's more relaxed or when the situation calls for him to be serious, he sounds identical to S2 Pim. Like in the Shrimpina scene at the Spaghetti Disco (3:01) and other instances (3:40, 6:06) [I'll keep editing with other timestamps!]

4:48 I was actually quiet disappointed when I tried chopping an onion like that. I'm not sure it's a real method? The onion in this like it has no roots or stem which yeah got in the way. Do the normal cutting slits and then slice my dudes unless your knife is razor sharp your just gonna push it around. 1/10 show yeah they didn't animate chopping an onion with perfect realism. Can't see why people would watch it.

Does anyone else think Pim is kind of a phony? He acts friendly, but deep down, he is vindictive and petty. I feel like that was intentional.

He sings a song to himself about picking up twigs, then thanks and kisses a bird for following up his song with some whistles. When being asked to spend Christmas Eve chopping down a tree and getting it for his boss, he's not only fine with the notion but excited about it. In every episode except for the Enchanted Forest Episode, you will rarely find a moment where he's even slightly irritated, and his irritation turned to anger IN the Enchanted Forest Episode is both clearly meant to be played for laughs, and he completely drops it when Mip is accidentally killed, feeling nothing but remorse. He is maybe the nicest character on all of Television right now.
