What is a good way to unfreeze the bolt?

I think first use penetrating oil to work down the bolt and leave it sit for a while. I've seen others use a taperd round file that slides in and grips it to pull it out. I kind of just used force to tap it out and it took a while. It all depends how jammed it is, not all of them are hung up.
