17th and 18th century height averages are heavily skewed downward because most of the population was stunted in childhood due to malnutrition. Napoleon and Pulaski would have been considered very short in comparison to contemporary military officers who were much taller than average having come from well fed aristocratic families.

A bit late, but as a family member who has relation to this project I can tell you that Pulaski himself was roughly 5'4"
