I suspect that's just the result of putting time beyond the "normal" limit of 999 it could be at. In Hexidecimal numbering, digits go 0-F (F being equivalent to 16).

He custom coded it like many other features he uses (e.g. movement pipes) using ASM

@ItsmeJamesAJ: Although by the time they created C|C they likely hadn't much knowledge in ASM. The munchers are framal blocks which IIRC correctly were part of the original block tool and the screen scrolling pipes were coded by the Lunar Magic creator FuSoYa.
