I think in that situation, for luke it was SPD and dead, that is why snake eyes did the st.mk for frame advantage so it was a 50/50 for both of them. Block and SPD (dead) or jump. Obviously you are not gonna purposely die, so the only option for luke was jump...he read it.

This has never been an easier time for anyone to pull off an SPD, there's so many input shortcuts and buffers in this game compared to classic Street Fighter games of the past. You should jump on him, you'll get it in no time. Best way to do it is by empty jumping while doing the input so that it grabs when you land. Just keep practicing and you'll get it, it's pretty easy.
