okay i have a intresting and kinda morbid idea. because the rain is toxic and melts metal they have to scavenge metal to do repairs and last longer in the rain, and the easiest way to repair a steam engine ,is with other steam engines so the crews have to sacrifice engines and and loot dead engines .this would cause the engines to not trust each other and allow for some intresting dynamics so the real monster is the desperation to survive
