From what I was told... It's "Lime Powder", or some type of cement-based substance with a chemical agent possibly. It stabilizes the soil when mixed by those machines (which basically is nothing more than a big Rototiller). I think the white powder keeps the soil from "moving" or shifting once construction has begun.
