I was using a similar build but with stasis with rain of fire and vex for a better radiant uptime.

It's a Season of Defiance (Season 20) season pass exotic. I believe you can buy it from Exotic Kiosk but you need to own Lightfall and Season of Defiance, and that comes only with Lightfall annual pass edition. Alternatively, if you own standard Lightfall edition I believe it will be available in the Kiosk when The Final Shape is released.
