In your final answer of -4mW, this means that power is being supplied (ie by the 12v source) so why do we convert it to a positive value (implying the 12v source is absorbing power)?

The equation for power, P=IV is specifically for the power dissipated in a Circuit. So if my answer is -4mW dissipated, that's the same as +4mW supplied.
