There's a trick with that boss. There is a BRIEF window when the light at the top of its head goes down that the hatch is open. Drop down in there if you can. Once inside, fire reactor man's weapon constantly. Do not stop for a second. This will take all the weapon energy you have. There won't be any signs of damage, but the robot's eyes will widen and the light bulb will get brighter. Keep going and the bulb shatters, killing it instantly.

Giant Light-Bulb boss? Try a powerful "Kamehameha" against him, it may overcharge his internal circuits. Haha xD Anyways, jokes aside, this Wily Fortress Boss' weakness is Reactor Man's weapon. Use it inside him and ggs, overcharged atomic energy explosion! KA-BOOM VICTORY!!!
