The sort of head cannon I have for this is that metropolis was a giant generator that provided electricity for the wing fortress and death egg as they are being built. Oil ocean is where the fuel comes from for metropolis to burn. But in the bad future the wing fortress and death egg are complete and metropolis has fallen into extreme disrepair as it’s not longer needed, yet it’s still fueled by the nearly limitless fuel from oil ocean. Ps: Nice inclusion of scrambled egg zone.

that's actually how I imagined how metropolis worked. It was robotnik's central base before completing the death egg zone but it was also the build site for the two bases like you're mentioned. I don't really think it was fueling the death egg or wing fortress though, but more like a metropolis for the badniks and even mecha sonic

In some older factory complexes it is practice to seal off old equipment and leave it to rust as opposed to selling it when environmental contamination concerns are involved. So there is precedent for such a fate-though the machinery is powered down.

Bad Future: Robotnik has abandoned this place and has moved his base to Cyber/Genocide City. The place was left on so it could power his new base he has under construction, the Badniks in the base have either been broken or are rusted beyond fixing. Better hope the place dosent cave in!

I always used to think in s2 act 1 metropolis was recently built and you get deeper into the factory (or what ever you think metropolis actually is)and at act 3 you get into the oldesr part of the factory and tbh this is what act 3 should have looked like

Bad future eggman made a bigger ship than wing fortruis but he still wanted to keep the ship so he scrapped the jet and rebuilt the engine on top of metropolis and sometimes the energy reroutes back from the once forclaimed ship down to the abandoned lair

Try using the free online daw thing called signal. you can use soundfonts in it. I recommend a Korg m1 soundfont for Sonic cd styled stuff, as the Korg m1 was the synth used for it.
