Miles "Tails" Prower's Story
Miles "Tails" Prower flies in a new plane until it suddenly crashes by the beach in Station Square. After Sonic rescues him, Tails reveals that the plane was powered by a Chaos Emerald and the two plan to meet in the workshop in the Mystic Ruins to design a new plane with that Chaos Emerald. Here, they are met by Eggman in the Egg Hornet. After it is destroyed, Eggman steals the Chaos Emerald and feeds it to Chaos, who just arrives.
Tails and Sonic head to the Windy Valley and Casinopolis to collect two more Emeralds; however, one of them is taken by Eggman. They head to the Mystic Ruins to collect another Emerald. Upon leaving Icecap, they encounter Knuckles. Due to a misunderstanding, Tails and Knuckles fight. Eggman, taking advantage of the situation, snatches away the Emeralds, giving them to Chaos. After a battle with Chaos 4, Eggman escapes in his Egg Carrier. Tails and Sonic give chase in the Tornado, but the Tornado gets shot down in the process. Tails lands in Mystic Ruins, only to find out that Sonic is missing and the train workers are on strike (cutting off access to Station Square). After a flashback about the "good old days", Tails decides to do without Sonic and ventures into the jungle in search for a Chaos Emerald to rebuild the Tornado. He finds a red emerald here, but runs into Big's friend, Froggy (with Chaos' tail), which swallows it. After giving chase through the Sand Hill, Tails catches up with Froggy, but is taken back in time and meets Tikal. When returned to the present, Big accidentally gives Tails a shock, causing him to lose grip of Froggy as a result.
Next, the Tornado 2 is built. During the flight, Tails meets up with Sonic at the peak of Red Mountain and gives chase to the Egg Carrier. Despite stormy weather, the two managed to evade much of the Egg Carrier's attacks. Upon landing, Eggman immediately activates the transformed state that deactivates the monorails. Then, Sonic and Tails go through the Sky Deck. They find Eggman, Amy and E-102. Sonic tells Tails to take Amy to safety while he goes after Eggman. Next, the Egg Carrier collapses, and Tails and Amy make it safely to Station Square. Amy bids goodbye to Tails, soon after Eggman (having been defeated by Sonic) crashes nearby the train station. Undaunted, Eggman launches a missile as a last ditch attempt but it turns out to be a dud. Angered, Eggman blasts the doors of a skyscraper and threatens to detonate the missile. Tails, realizing that the fate of the city is in his hands, gives chase. After a long endurance race through the night, Tails reaches the missile first and deactivates it. Frustrated at his failure, Eggman unleashes an Egg Mobile - the Egg Walker, and prepares to annihilate Station Square. All of the citizens run for shelter, leaving Tails - without Sonic's help, to fight with Eggman. In the end, Tails wins and the citizens cheer. While heading back to the workshop in Mystic Ruins, Tails meets up with Sonic to end his story.

In your description, Sonic actually beats Robotnik after Tails beats him in his story (since Tails ending has him showing up right after Sonic destroys the Egg Viper). Anyway, Tails was my favorite to play because it mixes all three of his main abilities(hypersonic speed, flying, and mechanical engineering) in a gameplay format fit for him (racing, Sky Chase, and exploring). ***** When I fought him, I died five times. But I beat him on the sixth, and afterwards been able to do it again over and over. The tip is to collect rings in Classic Sonic side of the fight (its easier to grab ring with C. Sonic). But I'll tell you this, not even I know how I beat him without being hit once and got that achievement, because I wasn't even trying to get it.

After sand hill should you get into a Tikal Cut scene leading to Big overrunning you and all that is left than is going to Tails Workshop where you directly landing in the Tornado 2 fight. So if you didn't get a Tikal visit after sand hill or nothing happens when trying to go to Tails Workshop could you potentially have caused a soft-lock. Say Did you perhaps have the DX version and Skipped some cut scenes this caused by me ones a object in the Egg Carrier not to spawn making progression impossible which would mean you have to start a new game file.

+Isaac Tucker The PS3 Version is a port of the DX PC version from 2004 and because of Sega's Idiots that manage the porting of there games were the issues that were created when it was originally ported from the Dream Cast to the Game Cube never fixed so unfortunately does this mean the game can soft look. And a Soft look is when a game is in a situation where you can technically still play but it becomes unbeatable because a requirement to continue is unable to be reached (like the not spawning of an event trigger for example) I didn't even know this could happen there but if you go through both Tikals and Big's cut scenes and going to the Workshop in the mystic ruins adventure field does nothing than has something caused a Game Breaker to occur making progression on this save file impossible. And because you have a console version can't you even just dump someone else Save file in your game which means if you want to continue you have to restart with a New Save file and do all of this again. I have no Idea what caused this but the best advice I can give you Skip no cut scene as I said I had this happen to me before in Sonic's story by skipping the entreinig the Egg Carriers interior cut scene.
