It was rumored that while the game was in development, Sega Enterprises was throwing around the idea for a super form. It was supposedly called "Cosmic Sonic" and I guess this was one of various lost prototype ideas for Super Sonic. The S-Box, super speed, invinciblity and sparkles are all that was left of the concept. Glad they didn't give up on the idea and introduced Super Sonic in Sonic 2.

Yuji Naka and Hirokazu Yasuhara both moved to the US to work on Sonic 2 along with Sega Technical Institute, while Naoto Oshima started working on a separate project which became Sonic CD. You see that's probably why Sonic CD may lack things like Super Sonic or Tails, the spindash may have been implemented later on development after Sonic 2's release, despite CD being released almost 1 year later than Sonic 2...
