Spagonia is actually a mash up of France, Italy and England. So nobody should really blame you for thinking it was London... It really is just a "depends on the person" situation because of the fact people are more familiar with the places they were in.

Spagonia is a mix of several western European cities, primarily Italy and Spain. So you're not wrong. The main inspiration is Italy but lots of the locations in Unleashed are mixes of several countries. For example Adabat is a combination of Thailand, Cambodia and Indonesia, representing South East Asia.
