The reason this is here was because Yuji Naka was not allowed to be credited in the first Sonic game, Sega wouldn't allow it. They were afraid that their developers may be stolen if they were in the credits. This cheat code was his way of still being credited in the game without Sega knowing, because at least his name was there even if most people would not be able to see it.

came here from the "did you know gaming" episode for sonic glitches, where they state that a programming error introduced in the late-stage addition of the "sonic team presents" card at the beginning had the knock-on effect of removing the "press start button" text. since you're interfering with the layers with this cheat code, the text is showing. the text was clearly always meant to show but relied on the credits card, functionality which was broken when it was changed.

Does the spike glitch not appear if you use Japanese hardware? I booted up the Japanese version with a game genie but it think it's the us verison

Nope, the spike is always there. I think it was fixed first in Sonic Jam collection.

Apparently they're in the same layer, since by modifying the Sonic Team text's black to any color, the japanese text changed to that color and i was able to see it.
