The game here shows off changes to the art & graphics in some zones, along with new music and zones ported from Sonic 1 and 3 with new layouts, all based on Sonic 4: Episodes 1 & 2. In addition to that, Sonic also gains the jump dash, but it's not exactly the actual homing attack compared to the original games.

If you lock a sonic 1 cartridge onto a sonic 2 cartridge, then lock all that onto a phone playing sonic 4, you get this.

You also need to lock on a Sonic & Knuckles cartridge (along with Sonic 3 if you want the Tails flight feature) in order to get the Sonic sprites and invincibility music. And if you want co-op you need to open multiplayer on Sonic 4 and use Bluetooth to connect to a nearby friend's SEGA Genesis, (they also need the same games you have currently locked on for multiplayer to work properly,) and then they have to enter the level select code in sound test to accept the pairing request.
