Viktor himself was also punished. He loved his daughter but had to vote for her death to prove his loyalty to the coven. He couldn't just allow her to leave because there were soldiers present and he couldn't possibly have controlled or silenced so many witnesses. And he couldn't risk losing control of the Council...he was painted into a corner. And so he had to lose his only child.

Victor received no punishment. Not until Selene found out Victor's dark secret from the traitor Craven. That it was Victor who started the years-long blood war between the Death dealers and the werewolves and not Lucian Corvinus. Then she took her sword and cut his head in two. It was Selene who punished Victor. Craven for his treachery, he received his punishment, when Marcus Corvinus awoke from his slumber. Marcus in his hybrid bat form said: The memories of this poor creature reveals your treachery against this Covin Craven, has no limits. Then he caught him with the claws of his wings and pierced them through him and bit him to get his memory (from his blood). Also Marcus Finish him off. And found out for William's prison was. My brother I will free you. And we can rule together in my new kingdom. Me as a God. Craven's blood memory revealed what Selene was and what she had done with Victor. He explained to Craven that Victor received punishment as deserved. He stabbed Michael Corvinus and took hold of Selene and bit her to find her blood memory from her childhood and he took with him the key also to his brother's prison which he found with his father Corvinus Alexander. Selene did what she could to help Michael, he woke up to fight together, with Selene against the Werewolves, William and Marcus. Michael killed William and Selene Marcus. The team of Alexander Corvinus joined the battle as support aid. Some of them were bitten by William and transformation was underway. They were shot.He had no Phobia for Lycans. He had or Phobia for the child in Sonja's womb (because it was 50 percent werewolf and 50 percent vampire). He only wanted 100 percent vampire, and did not mix blood with werewolves because he said werewolves were uncontrollable beasts) (Victor's description of werewolves transformed by William's bite). Because when Victor's daughter spoke out against her own father, he explained why she was sentenced to death by sunlight (that child of yours is not a pure vampire).

And punished treason severely. Marcus Corvinus the first male Elder Death Dealer vampire (bitten by Bat) gave Victor vampire powers. The only Phobia Victor had was that the purebred vampire covin was exterminated. (Something Marcus had explained to Victor about what the consequences would be if he killed both William and me at the same time). That is why he decided together with Amelia that William should be locked up in a prison forever, far from his brother Marcus. ​ Therefore, Sonja was sentenced to death because Lucian Corvinus was the father of The Child of yours, which he told her. When she protested. William Corvinus is a werewolf who can never transform back into human form again, he called these uncontrollable beasts. He kept Lucian as a pet and was part of Victor's slavery. Sonja (Victoria's daughter) was sentenced to execution by her own father, consulted by the Council of members of the "Elders", because he found that she was pregnant and Lucian was the child's father. It wasn't for the sake of showing his loyalty to The Covin. Victor was one of the "elders" himself and the supreme leader of the vampire clan Death Dealers, he feared the child in his daughter's belly because it was not a full-blooded vampire, but half werewolf. And werewolves Victor described as wild beasts. And mixed blood was seen as "High" treason to The Covin. Because it was a living rule and it was written in the vampire law. So the sun was her punishment. And her "lover" was flogged in public and tied up, while he was forced to watch his "mistress" burn to ashes. Victor in the underworld was known as a very "strict" father. He enforced the rules of living law as a high "priority". Victor loved his daughter Sonja, but when she broke the law, he had no choice but to let her taste the consequences for betraying her own "kind". Lucian suffered the grief of love, he became frustrated with Victor and went wild with rage, transformed in anger and escaped from Victor's strict "rule". Victor, in memory of his "beloved" daughter Sonja, he failed to kill the girl child Selene(human). Instead, he gave her "vampire" powers and raised her as a: "daughter". Selene grew up as a strong Death Dealer Vampyr warrior. She shot many of the werewolves who could no longer transform back into human form (werewolves created by William Corvinus' bite). including those werewolves in a lab with human research. Which were treated as objects 1,2,3 etc. As test rabbits.

Worth noting that only "older and more powerful" Lycans have the ability to change form at will - Lucian does it in this movie but he's been alive for two hundred years at this point. Most of the Lycans in this movie only transform with the full moon, trapping them in relatively vulnerable human form the rest of the time.
