The introduction with the librarian, is the PERFECT way to build up creepy tension. The fact that they never let you actually see the Librarian Ghost, and instead show you objects moving and the clerk's reaction, lets your imagination create what the monster looked like, which is always scarier than anything hollywood can make. The eerie quiet, the creepy music, just objects levitating past her at first, and then things going crazy, her panic running at what was chasing her, that's all far scarier than anything else in the movie.
