Clay receives the tapes, which means he was one of the reasons, but be was confused cuz he was in love with Hannah. Long story short clays tape was an apology for leaving him and not being there for him as she loved him too. And this whole time he blamed himself for her death so he broke down when he figured out the whole picture and why she was unable to fully love him
