39:28 To answer this statement that makes pass Colombia and the DR as safer as the US, I will say that they're not if we compare each country by their rate of international homicides. Colombia ranks 18 The DR ranks 36 The USA ranks 57 So, if we use the rate of intentional homicides then the ISA is safer. But I guess there are cities way more safer than others in the US. And if you come from a dangerous american city, (like St Louis, Detroit, ) then Sosúa, Puerto Plata or Punta Cana would feel safer, while other american cities might feel safer than some of the cities in the DR or Colombia.
